How to Send Mail or Package
All personal mail to inmates of Franklin County Jail must be in a plain white envelope with the return address written or printed on it (no address labels are accepted). All paper must contain lines (i.e. no blank or copy paper) and be written on in blue or black ball point pen or pencil. Photocopies are not permitted. No colored paper or envelopes, greeting cards, books, photographs, newspaper clippings, packages, or mail with an unfamiliar odor (i.e. perfume) will be accepted. Inmate commissary accounts are operated by DDVending. Money may be added to an inmate’s account on their website or through a kiosk in the front of the Franklin County Security Center. An account is required to use the kiosk and it only accepts cash. An inmate number or their name and date of birth are required for deposits to their commissary accounts.
